Do you need a visa?

Yes. Turkey is explicitly listed under "Travellers who need a visa" on Canada's own entry-requirements page: citizens of the listed countries need a valid visitor visa and a valid passport to visit or transit through Canada. Turkey isn't on the separate, shorter list of visa-required countries whose citizens can instead apply for an Electronic Travel Authorization (eTA) — so a visitor visa, not an eTA, is the correct route for a Turkish passport holder.

The eligibility criteria

The decision maker must be satisfied you have a valid travel document, are in good health, have no criminal or immigration-related convictions, have ties (such as a job, home, or financial assets) that will lead you to return to your home country, will leave Canada at the end of your visit, and have enough money for your stay. You may also need a medical exam and a letter of invitation from someone who lives in Canada.

This assumes: an adult, ordinary passport holder, resident in and applying from Turkey, self-funding their own trip, visiting Canada as a tourist. If that doesn't match your situation — for example, a business visit or visiting family — some of this may not apply. Turkey is served by a regional visa office (Ankara — also covering Azerbaijan, Georgia, Iran, and Turkmenistan) that publishes its own supplementary document checklist. Two things listed below only as optional "supporting" evidence — a bank statement and employer information — that office requires from every applicant, with no exemption: proof of your financial means (bank statements or a bank book covering the past six months, plus proof of assets) and proof of your occupation — specifically, a letter stating your employment period, position, salary, responsibilities, and confirmation that you are authorized to take leave to travel, or equivalent proof if you are retired, self-employed, or a student. It also asks for something not covered here at all: if you answer "yes" to any background-information question on the application form, Schedule 1 (IMM 5257 SCH1). Check IRCC's visa office instructions for Turkey directly before you apply.
